Are reverse mortgages part of a welfare program?

Are reverse mortgages for the poor or needy? I'm definitely not on that side of the spectrum, but some extra money would be nice.

Reverse mortgages are for anyone who has a substantial amount of equity in their home and who would like to use that equity as cash in their everyday life.
